When Incline Village's Beaches Close, the Dogs Get Them

"Dogs are only allowed on Ski Beach, to the west of the boat ramp, after the beaches close for the season." That is how the Incline Village General Improvement District words its off-season dog policy, and the window it gives is "typically October 15 through April 15." Sand Harbor runs on nearly the same calendar. Pets are allowed there only in the off-season, on a leash no longer than six feet.

On Incline's lakeshore, closing day and the dogs' opening day are the same day. The shoreline doesn't shut down in mid-October. It changes hands. This year the handoff happens on the one beach that worked harder than any other all summer.

Ski Beach Already Did Double Duty This Summer

All of Incline Beach's 2026 season ran next to a construction zone. Its snack bar, tiki bar and restrooms are being replaced. IVGID's May update said the usual entrance would close, a temporary entrance would be created to the west near Village Boulevard, and parking would be reduced. Food service moved next door to the Incline Surf Shack, a mobile snack bar at Ski Beach. Music on the Beach moved to Ski Beach for 2026, and that series has now wrapped.

So the beach that absorbed Incline Beach's summer crowd is the same one that opens to dogs this month. Both beaches share an address, 967 Lakeshore Boulevard, along with Hermit Beach.

Next door, the work keeps going into winter. IVGID's October 1 progress update says the foundation pour is done, and the next steps are pouring sidewalks, enclosing the building and winterizing the site. The district has said the project will continue into the 2027 beach season. Expect a dog walk west of the Ski Beach boat ramp this fall and winter to come with the sound of a building going up nearby.

October 17 Is the Celebration, With a Starting Time

Off-season dog access typically begins October 15. Two days after that usual start date, IVGID celebrates it with the annual Puppy Plunge, run with Pet Network Humane Society. This year the event falls on Saturday, October 17, 2026, at Ski Beach. The same afternoon, the second annual IVCBA Fall Fest takes over the Village Center. Here's how the day lines up:

  1. 11:30 a.m. Dock-diving sign-ups open at Ski Beach. Bring a jar of peanut butter, which IVGID lists as the contest entry.
  2. Noon. The dock-diving competition starts. Fall Fest opens at the Village Center, with a family carnival, a Grocery Outlet pumpkin patch with pumpkin decorating, scarecrow building, live music, games and food. Fall Fest is free.
  3. 1 p.m. The Puppy Plunge wraps up.
  4. 3 p.m. Fall Fest ends.

For the plunge, IVGID points drivers to Aspen Grove across the street or to the Overflow Lot. The event page thanks Pet Network Humane Society, The Pet Station and the Tahoe-Incline Rotary for supporting it. Ski Beach is still restricted during the event, so it's open to IVGID Picture Pass and Recreation Punch Card holders with beach access, plus their guests.

Sand Harbor Flips on Its Own Clock

On Highway 28, the change is easier to see. Sand Harbor required day-use reservations from 8 to 10:30 a.m. every day from May 15 through September 30. The free East Shore Express shuttle between Incline Village and Sand Harbor ran its last day of the season on September 12. The reservation window and the shuttle both ended before dogs were allowed in. On October 4, pets are still not permitted.

The opening date depends on which state parks page you read. The Sand Harbor park page gives October 15 to April 15. The park's FAQ says pets are prohibited through October 15 and allowed from October 16 through April 14, on a six-foot lead, with waste pickup required. To be safe, plan the first lakeside walk of the season for October 16.

The park is open from 8 a.m. until one hour after sunset, at 2005 Highway 28. State parks says it keeps the winter parking lots clear of snow and the Visitor Center open year-round. As the season moves toward winter, a plowed lot is what keeps Sand Harbor usable for a dog walk.

The Fine Print Comes Along on Every Walk

Ski Beach opening to dogs doesn't make it a public dog beach. IVGID's policy requires dogs to be with an owner who has beach access. The district's beach rules define access as an IVGID Picture Pass, a Recreation Punch Card, or a daily guest fee paid while a Picture Pass holder is present. The policy also limits dogs to the area west of the boat ramp. IVGID's written rules don't say whether dogs can be off-leash once they're on the sand. The only place they explicitly require a leash is on the pavement between the gate and a watercraft. Until the district clarifies, keep the leash handy.

For off-leash time, the designated site in town is a few hundred feet up the road. Washoe County lists the Village Green at 960 Lakeshore Boulevard as an off-leash area. County rules require a leash going in and coming out, and they don't count electronic collars or voice control as a leash. The Village Green is shared space. On Thursday, October 29, from 3:30 to 5:30 p.m., IVGID's free Trail of Treats & Terror Halloween event takes over the Village Green and fitness trails at the same address. That afternoon is a good one to walk the dog somewhere else.

A permanent dog park is still undecided. IVGID's Dog Park Committee page describes work on recommendations for a permanent community dog park and lists its upcoming meetings as "TBD." The closest dedicated fenced option is across the state line. The North Tahoe Dog Park sits inside North Tahoe Regional Park at 6600 Donner Road in Tahoe Vista. The dog park is open dawn to dusk year-round, but access is limited in winter, and dogs must stay leashed until they're fully inside.

The Rest of the Off-Season, Around the Dog's Schedule

The days between the Puppy Plunge and the first chairlift ride have their own rhythm, and much of it runs through a few addresses close to the lake. The Pet Station's Incline Village store at 800 Tahoe Boulevard is open daily from 10 a.m. to 6 p.m. Pet Network Humane Society's shelter at 401 Village Boulevard is open 10 a.m. to 5 p.m. and closed to the public on Wednesdays. Its thrift store at 760 Mays Boulevard, Suites 9 and 10, is open Monday through Saturday from 11 a.m. to 5 p.m. and takes donations Tuesday through Saturday during business hours.

The people at the other end of the leash get their own off-season program. IVGID's free-for-members Winter Sports Conditioning class runs Wednesdays and Saturdays from October 21 through December 19, 9 to 10 a.m., in the Recreation Center gym at 980 Incline Way. Drop-in admission is available. The building is still under construction. IVGID extended the Rec Center's HVAC project into mid-to-late October, warning of noise, airflow changes and possible short closures. The Rec Center is closed on Thanksgiving, November 26, and Christmas Day. It's open noon to 8 p.m. on Family Day, November 27, and 6 a.m. to noon on Christmas Eve and New Year's Eve.

The off-season ends with the Northern Lights week, which the IVCBA calendar puts in the first week of December:

  • December 3. Diamond Peak's opening day, as reported by the Tahoe Daily Tribune for the resort's 60th anniversary season. The season includes $60 lift-ticket promotions and a commemorative poster by local artist Bryn Merrell. The resort's own projected-opening page still lists opening day as TBD and says to check back in mid-November.
  • December 4 through 7. Tahoe Film Fest.
  • December 5. The Diamond Peak season kickoff at Alibi, plus the Lake Tahoe School holiday markets.
  • December 6. The Northern Lights Community Celebration.

Through all of it, Ski Beach stays open to dogs west of the boat ramp. IVGID's typical window runs until April 15, when the dogs hand the beach back.
